Britain and France to Deploy Forces to the Country should a Ceasefire Accord is Agreed

The London and Paris have inked a statement of purpose concerning the positioning of armed personnel in Ukraine should a peace agreement be made with Russia, the Prime Minister of Britain, Keir Starmer, has stated.

Following discussions with allied nations in Paris, he indicated that the two nations would "create operational bases across Ukraine and erect secure facilities for military hardware and defense matériel" to discourage any potential invasion.

The coalition members also suggested that the United States would take the lead in overseeing a halt in hostilities.

The Kremlin has consistently warned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not responded on this recent declaration.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin began a comprehensive attack of Ukraine in early 2022, and Russian forces at this time holds roughly 20% of the country's land.

"This represents an essential component of our pledge to stand with Ukraine for the long-term," remarked Starmer.

National leaders and senior officials from the "Coalition of the Willing" were involved in the Paris negotiations.

Addressing reporters at a combined announcement, Starmer further said: "It establishes the framework for the operational parameters under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's skies and seas, and regenerating Ukraine's armed forces for the time to come."

The PM also stated that London would take part in any American-headed verification of a possible ceasefire.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "lasting security guarantees and strong economic promises are vital to a permanent resolution" in Ukraine – mentioning a key condition made by Kyiv.

Witkoff said the partner nations had "largely finished" their work on agreeing such guarantees "so that the Ukrainian people know that when this conflict ends, it ends forever."

Jared Kushner, ex-President Donald Trump's advisor, also was involved in the negotiations.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's partners had made "major progress" at the negotiations.

He said that "comprehensive" security guarantees for the Ukrainian government had been agreed in the instance of a possible truce.

Ukrainian President Volodymyr Zelensky said that a "major step forward" had been made in the talks, but added that he would only view efforts to be "enough" if they culminated in the cessation of the war.

Recently, the Ukrainian leader indicated a settlement was "90% ready". Finalizing the remaining 10% would "determine the fate of the peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the center of unresolved issues for the parties involved.
  • Moscow has consistently stated that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, rejecting any compromise over how to conclude the war.
  • The Ukrainian President has thus far rejected ceding any land, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia does the same.

Russian forces currently holds approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led 28-point proposal that was extensively reported to the media last year was perceived by Ukraine and its partners in Europe as being strongly biased in Moscow's favor.

This triggered weeks of intensive discussions – with all sides trying to revise the document.

The previous month, Kyiv presented the US an revised framework – as well as distinct documents detailing possible security guarantees and arrangements for Ukraine's recovery, Zelensky said.
